Plan From the Confirmed Program
Business Roundtable’s official description identifies an association of more than 200 chief executives representing sectors across the U.S. economy. It does not publish every member movement or private meeting detail. A multi-executive program may involve principals, assistants, a corporate travel desk, a security lead, an event producer, and an accounts-payable contact. Define each role before service. One authorized person should control day-of timing, passenger, destination, and cost changes; one time-stamped itinerary should serve as the operating version. An unverified text or side conversation should not silently replace the approved plan.
For every traveler, list the correct mobile contact, arrival record, luggage or equipment, accessibility need, vehicle assignment, pickup identity, and destination entrance. For several vehicles, add a simple release order and state whether the vehicles travel independently or are expected to arrive as a group. For commercial airport arrivals, thirty (30) minutes of complimentary wait time begins at the flight’s actual landing time. We monitor the provided flight number and adjust for reported early or delayed flights. Additional waiting time beyond the complimentary period may be subject to applicable waiting-time charges. Flight tracking informs dispatch, but the passenger or authorized booker must report a cancellation, diversion, rebooking, or changed flight number so the reservation can be updated correctly. Tracking does not reveal baggage delivery, customs progress, a traveler’s readiness, or a substitute itinerary.
Favorable-Condition Planning Ranges
For early orientation under favorable or light-traffic conditions, allow approximately 15–25 minutes between DCA and central Washington, 35–55 minutes between IAD and central Washington, 40–65 minutes between BWI and central Washington, 10–20 minutes between central Washington and Capitol Hill, and 15–30 minutes between central Washington and the Pentagon area.
These are planning ranges, not quoted or guaranteed journey times. The terminal or FBO, precise entrance, time of day, traffic, weather, construction, incidents, motorcades, demonstrations, security activity, screening, luggage, and walking time can extend a movement materially. Build the pickup backward from the required arrival and use the confirmed itinerary—not the low end of a range—as the operating standard.
Federal Buildings and Controlled Venues
A transportation reservation does not grant access to the White House complex, U.S. Capitol, Pentagon, an agency, an embassy, a corporate security zone, or a private event. The host and traveler must arrange registration, identification, credentials, escorts, and the approved entrance. Give dispatch the host’s current instruction instead of relying on a familiar public address, because visitor processing and vehicle approaches can change.
The chauffeur follows lawful directions from police, security officers, parking personnel, and property management. A requested curb may be closed or reserved, and an address may place the vehicle on the wrong side of a divided street or secure perimeter. When the principal has a consequential check-in, include time for screening, the walk from the legal drop point, and a handoff to the host—not just vehicle travel.
DC Black Cars does not provide protective services, threat assessment, armed security, credentialing, or motorcade authority. If a protective team is involved, identify its transportation contact, radio or phone procedure, vehicle sequence, luggage handling, and decision authority in advance. A transportation plan can support the team, but it does not replace the team’s security plan.
Choose Vehicles Around People and Luggage
A sedan can suit one or two travelers with restrained luggage. An SUV adds passenger and cargo flexibility, while a Sprinter or coordinated fleet may support staff, guests, presentation materials, or a delegation. Confirm both occupied seats and cargo before assignment. Hard-sided presentation cases, security equipment, mobility devices, and unusually large baggage should be described with dimensions when fit is uncertain.
Vehicle category, not a photographed make or model, controls unless a specific vehicle has been accepted in writing. For a multi-vehicle program, assign passengers before dispatch rather than making principals sort themselves at the entrance. If staff and luggage travel separately, document the chain of custody and destination contact. Quiet execution begins with a plan that does not require improvisation in public.
Hourly Continuity, Dinners, and Multi-Day Coverage
Hourly or as-directed service can preserve continuity through meetings, a working dinner, and a hotel return, subject to availability and confirmed terms. Hotel drives, restaurants, and private-event properties may use valet or security-controlled approaches that change during the day. Confirm the entrance and on-site contact for each movement rather than copying yesterday’s instruction forward. The final departure should include its own flight or FBO record, luggage plan, pickup method, and required terminal arrival.
Account and billing arrangements must also be confirmed. Identify the authorized bookers, payment method, receipt recipient, cost center or reference fields, and authority for extra time before service.
