Contractor Meetings · Base-Area Visits · Program TeamsDefense & Military Visitor Transportation
Plan private ground transportation for defense-sector executives, contractors, government visitors, military families and authorized guests traveling to meetings, offices, airports and approved site entrances.
Contractor MeetingsTransportation for Defense-Sector Meetings and Site Visits
Defense and military travel often involves strict appointment windows, multiple locations and controlled site access. A visiting executive, contract team, government liaison or senior officer may need a ride from an airport or hotel to an office, public meeting point, approved visitor center or event. DC Black Cars coordinates the confirmed vehicle movement and follows the passenger and host instructions for the route.
A transportation reservation is not government approval, a contract award, facility sponsorship, background check, security clearance, access credential, escort or parking permit. The agency, installation, contractor and event organizer control who may enter, what information can be shared, and which vehicle can approach each location. The host must confirm the approved public passenger entrance and meeting point before dispatch.
The service is for passengers and their declared personal luggage only. It does not include armed protection, executive security, classified-material transport, controlled equipment delivery, freight, military escort or base access arrangements. Use the appropriate agency or authorized contractor for those requirements.
Base-Area VisitsFor Contractors, Program Managers and Senior Visitors
A contractor’s travel coordinator may arrange individual rides for executives, technical staff, program managers, legal counsel, customer representatives and visiting partners. Provide the passenger list, mobile number, origin, destination, required report time, host contact, luggage and vehicle restrictions. Identify one person authorized to approve a change so dispatch can keep the trip aligned with the accepted itinerary.
A day of meetings may connect a hotel in DC or Tysons with a contractor office in Arlington, Reston, Herndon, Chantilly, Manassas or another regional market. A second stop may be at a conference, commercial office or public visitor center. List all stops and account for parking, screening and arrival check-in. Do not give a general base or building name if the approved public meeting point is different.
For senior officers or government visitors, the booking organization should control distribution of itineraries and designate a point of contact reachable on the day. The chauffeur receives only necessary route and passenger instructions and does not verify rank, contract status, government credentials or access eligibility.
Program TeamsBase-Area Visits and Controlled Facility Procedures
When an appointment is near a military installation or controlled facility, the passenger’s sponsor must confirm visitor authorization, gate, required identification, escort, check-in location, approved waiting area and vehicle rules. A driver cannot apply for a visitor badge, enter a restricted perimeter or substitute for an escort. If the visitor is meeting outside the installation, provide the civilian address and exact curb or building entrance.
Installation and contractor rules can affect driver identification, passenger lists, mobile devices, photography, parking, vehicle searches and communications. The organization hosting the visitor is responsible for providing instructions permitted for release to the driver. If the instructions cannot be shared in advance, agree on an approved contact who can meet the vehicle outside the controlled area.
Active construction or industrial areas may have uneven roads, security gates, restricted turning or no visitor parking. Use a confirmed paved reception area or nearby public meeting point. A motorcoach or large Sprinter should not be sent to a restricted site unless its dimensions and access route have been approved by the site host.
Contractor MeetingsAirport, FBO and Multi-Location Travel
Defense visitors may arrive at DCA, IAD, BWI or a confirmed FBO. Provide the operating flight or FBO, passenger contact, luggage count, terminal or FBO meeting method, host, destination and required report time. Airport arrivals include a 30-minute grace period, except at FBOs. FBO waiting terms are confirmed separately; no grace period applies to FBO pickups.
A private-aircraft arrival requires the exact FBO and the approved passenger release location. Ramp access, clearance and passenger release remain with the FBO and host. A commercial-terminal meet-and-greet plan should not be assumed to apply to a private aviation arrival. Changed flights, diversion, terminal changes and altered meeting times must be sent to reservations promptly.
For a multi-day program, list each date, hotel, office, installation-area meeting point, evening destination and airport departure. Define waiting periods and whether the vehicle will return later. Driver scheduling, rest, overnight positioning, route distance and availability are reviewed before a multi-day itinerary is confirmed.
Base-Area VisitsGovernment Contracting, Billing and Operational Boundaries
A request from a contractor or agency is a transportation inquiry, not proof of procurement eligibility, approved-vendor status, government contracting registration, contract access or an account. The booking organization must confirm who is authorized to place the trip, which entity pays, what purchase-order or billing reference is needed, and who may approve added travel.
For an organization with recurring visits, the transportation and procurement contacts can discuss account and invoice administration. Each trip still needs confirmed dates, passengers, origin, destination, vehicle, timing, access instructions and billing authorization. For general institutional travel, see corporate accounts; for embassy and foreign-mission trips, see diplomatic and embassy transportation.
Use the transportation request form to submit the proposed itinerary.
Program TeamsA Clear Request Keeps Access and Dispatch Aligned
Include the traveler’s name and mobile, the authorized booker, local date and time zone, complete passenger address, approved gate or visitor center, report time, itinerary, vehicle size, luggage and any declared personal equipment. Provide host instructions that can be shared with the chauffeur and avoid sending classified or controlled information through a public form.
For a group, assign a lead traveler and a separate pickup time for each arrival. For a schedule change, have one contact send the revised destination and receive confirmation before the vehicle is redirected. If the host changes the approved meeting point, share the replacement address and loading instructions promptly.
Reservations reviews each route, site instruction and vehicle request before confirming service. The host remains responsible for access approval and the passenger remains responsible for following installation or agency rules. The written confirmation defines the accepted transport scope and whether additional stops, waiting or return travel are included.
